Rebuild of Win32API v5.1 for 12.5/13.2 64-bit

New 4D feature forces a Win32API update

Hi everyone,

We put a new build of Win32API on github today to work around a little bug introduced in 4D 12.5 (and maybe 13.2) that prevents plug-in initialization code from running on 4D Server 64-bit. This prevents commands like gui_SetWindowTitle from functioning correctly against the main 4D (MDI) window in the 64-bit server, since we normally retrieve the MDI window handle when the plug-in initializes.

We kept the version number the same because this is such a minor change, and because we’re lazy. 🙂
